What it is
Whether project-controls information actually supports the decision leadership has to make — or simply describes what already happened.
Why it matters
The point of controls is action. Data that doesn’t resolve into a decision is cost without value; a beautiful dashboard nobody acts on is a liability, not an asset.
What to check
- Does reporting surface the decision required, not just status?
- Is exposure framed with options?
- Can leadership act on it in the room, that day?
- Is the dashboard built around decisions, or around available data?
Common warning signs
- Beautiful dashboards nobody acts on
- Reporting that describes but never recommends
- Decisions taken late because the signal arrived late
- Data volume mistaken for insight
Practical approach
Build reporting top-down from the decision: surface exposure and options, keep it framed for action, and treat the dashboard as a decision tool rather than a data dump.
