A structured way to review an Extension of Time submission — so the assessment is disciplined, consistent and defensible, whichever side of it you are on.

  1. Contractual basis — valid mechanism; notices served in time.
  2. Baseline validity — delay measured against a sound, accepted baseline.
  3. Method — suited to timing and records, and applied consistently.
  4. Cause & effect — each event tied by evidence to a critical-path impact.
  5. Critical-path impact — the event drives completion, not merely float.
  6. Concurrency — true concurrency identified and addressed honestly.
  7. Mitigation — reasonable steps taken and reflected.
  8. Records — contemporaneous evidence, not reconstruction.
  9. Conclusion — entitlement stated with reasoning and the residual gap explained.
