In practice
What schedule assurance looks like.
Every contractor programme scored the same way, every cycle — turning schedule quality from a monthly argument into a number leadership can act on. The approach behind the 25% → 83% result on Hudayriyat West, measured against a 100-point Employer Schedule Assurance Framework.

Two decades across the region’s most complex programmes.
Expertise
The disciplines I work across.
Project Controls
Bringing time, performance, risk, change and reporting into a single, reliable view — so leadership can make decisions based on evidence rather than impression.
Programme Governance
The framework of decision rights, stage gates and assurance that keeps a programme in control.
Construction Delay Analysis & Forensic Schedule Analysis
Establishing what actually drove the completion date — and defending the days that follow it.
Construction Claims & Claims Strategy
Building — and testing — claims that survive scrutiny, before they ever reach a dispute.
Schedule Assurance
Independent validation that a programme is technically sound — before anyone trusts its dates.
Digital Project Controls
Automation and data engineering that turn schedule quality into a standard.

Latest insights
Technical thinking, in depth.
Delay vs Disruption: They're Not Twins
Delay is about time — an event pushes out the completion date, so you argue an extension of time. Disruption is about productivity — work becomes less efficient, so it costs more, whether or not the job finishes late. Different claims, different tests, different evidence. Run one as if it were the other and you can lose both.
Delay AnalysisHow a Delay Is Measured
There is no single correct way to measure delay — there is a correct way for the records, the programme quality and the timing in front of you. Choosing the method, and being able to defend the choice, is most of the analysis.
Construction ClaimsNotices & Records
The analysis everyone finds interesting comes last. By the time it arrives, the outcome is usually already fixed by two unglamorous things done — or not done — at the time: the notice served, and the record kept.

Who is Rishi Javeri?
Rishi Javeri is a Project Controls Director with 20+ years of experience and AED 37B+ programme portfolio exposure across major UAE and GCC capital programmes. His expertise spans project controls leadership, planning and Primavera P6, schedule assurance, claims and delay strategy, programme governance, PMO leadership and digital project controls.
What does a Project Controls Director do?
A Project Controls Director leads the integrated control of a programme’s time, cost, risk, change and performance — establishing the planning, scheduling, reporting and assurance frameworks that let leadership decide on evidence, and turning complex programme data into clear management action.
What is schedule assurance?
Schedule assurance is the independent validation that a programme’s baseline is technically sound and reliable before its dates are trusted — testing logic, float, constraints, durations and progress against a defined standard such as the DCMA 14-point checks.
Is the 100-point Employer Schedule Assurance Framework the same as the DCMA 14-point assessment?
No. The DCMA 14-point checks are a recognised schedule-quality reference — logic, constraints, float, durations and critical-path characteristics. The 100-point Employer Schedule Assurance Framework is a broader, programme-specific assurance structure developed and applied by Rishi Javeri, covering wider compliance, quality and governance. The 25% → 83% schedule assurance score is measured against the 100-point framework, not a DCMA score, and neither is an externally certified industry standard.
What is an Extension of Time (EOT) assessment?
An EOT assessment determines whether a contractor is entitled to move the contractual completion date because of a delay that is not their risk. It traces the delaying event along the critical path to establish the days that genuinely delayed completion — a question of time, separate from any entitlement to cost.
What is forensic delay analysis?
Forensic delay analysis reconstructs, from the programme and contemporaneous records, how specific events affected completion — using recognised methods such as time impact analysis, windows, as-planned versus as-built and collapsed as-built, chosen to fit the records so the result is reproducible and defensible.
