Riyadh City is a city-scale infrastructure development in Abu Dhabi, United Arab Emirates. Covering roughly 8,500 hectares and close to 15,000 plots, it was delivered for Government stakeholders across a portfolio of construction and design contracts. As Programme Planning Manager within the KBR PMC, I directed Employer-side planning across all 16 contracts and led a team of 12 senior planners.

Evidence-led EOT assessment

Common baseline, progress and reporting standards across every contract meant a contractor’s Extension of Time claim could be tested against a reliable record. Following a detailed, evidence-led assessment of a 291-day claim spanning 21 delay events and 13 affected milestones, a 64-day entitlement was determined and subsequently approved. This sat between the Engineer’s 67-day assessment and the independent forensic specialist’s 60-day assessment. 64 days was the final approved determination.

The insight

At programme scale, consistency is the control. When every contract is planned and measured to the same standard, a claim on any one of them can be tested against a reliable, defensible record — which is what turned a 291-day argument into an approved 64-day determination.
