Cost and schedule are two views of the same programme. When they are reported separately they tend to disagree; integrated controls keep them consistent, so a slip in time and its cost implication surface together rather than in reports that tell different stories.
How I approach it
This sits within the wider project controls function rather than as a standalone commercial discipline. I bring time and cost into a single baseline: earned value — CPI and SPI — to read performance objectively; cost-loaded programmes and cash-flow curves for forecasting; and disciplined change control, so scope, time and cost always move together. Budget monitoring, cost-variance awareness and the commercial interface are integrated with schedule, risk and reporting — cost supporting the controls picture, not competing with it.
