Project Controls · Programme Governance
AED 21B Hudayriyat West
Leading integrated project controls across a flagship AED 21B island-development programme — one defensible view of time, cost, risk and performance.
01 — The Position
A flagship AED 21B island-development programme delivered through multiple concurrent packages — each generating its own time, cost, risk and performance information.
02 — The Evidence
Programme and contractor schedules, progress and performance data, and risk and change records across the packages. Confidential project records limit the level of detail that can be published. Project facts are stated as programme context, distinct from any individual contribution.
03 — The Programme Analysis
Fragmented, package-level information had to be turned into one reconciled programme picture that leadership could actually act on.
04 — Event Mapping
Package-level time, risk, change and performance data was mapped into a common structure, so that exposure in one package showed up against the whole.
05 — Cause & Effect
Without integration, exposure surfaces as delay after the fact; integrated, it surfaces as a decision in time. Integrated controls were the mechanism that made the difference.
06 — Critical Path
Schedule assurance and forensic delay analysis kept the programme’s driving paths honest — the same discipline that resolved a velodrome extension position event by event, applied at programme scale.
07 — Entitlement / Assessment
The assessment leadership needed was continuous: is the programme reliable, where is the exposure, and what decision does it require now?
08 — The Decision
Integrated project controls, programme governance and schedule assurance producing one defensible view of time, cost, risk and performance — decision support, not just reporting.
09 — The Outcome
A reconciled programme picture and executive decision support across the packages — programme-level visibility where there had been fragments.
10 — Director’s Lesson
At AED 21B and many packages, the controls challenge is not any single schedule — it is reconciliation. Integrated programme controls is what turns many packages into one governable programme.
